Public Inspection Notice – Draft Statement of Accounts 31 March 2025

Under the Local Accountability & Audit Act 2014 and the Accounts & Audit Regulations 2015, the Council has to advertise that its Statement of Accounts for a specific financial year has been prepared.

Members of the public, for 30 working days after the commencement of the period, have the right to inspect the accounts, examine any relevant accounting documents and raise any questions or objections with the external auditor on any salient issues.

The external audit of the Council’s accounts has now been completed and a qualified audit opinion has been issued on the financial statements for the year ended 31 March 2024. 

The qualification relates solely to the audit of the Teesside Pension Fund for which the External Auditors have been unable to obtain the assurance they need on the scheme’s assets and liabilities prior to the backstop date introduced by the Accounts and Audit (Amendment) Regulations 2024. 

The Amendment Regulations require the Council to publish its Accountability Statements, which include the financial statements and auditor’s opinion for the year ended 31 March 2024, by 28 February 2025. 

Except for the Pension Fund matter, the audit opinion states that the financial statements for Redcar and Cleveland Borough Council give a true and fair view of the financial position of the council as at 31 March 2024, with no weaknesses in the council's value for money arrangements.

The Audit Certificate has not been issued at this time as the Council’s external auditors, Mazars LLP are awaiting assurances from the National Audit Office regarding the Council’s contribution to the Whole of Government Accounts.
