Our plan for Redcar and Cleveland

The corporate plan sets out the council’s priorities for Redcar and Cleveland. These priorities help to determine how the council will use its resources to seek to make a positive difference in the borough. 

Alongside our priorities the document sets out a series of commitments that we will ask all our staff to take into their work. Equally we have included an ask of our communities, which focus on areas where we can work as a team to make a positive difference.

​​Council constitution​​​

Redcar & Cleveland Borough Council has agreed a constitution which sets out how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people. Some of these processes are required by the law, while others are a matter for the Council to choose.

The constitution is divided into 16 articles - which set out the basic rules governing the Council's business. More detailed procedures and codes of practice are provided in separate rules and protocols at the end of the document.

Members declaration of interests

All elected members (councillors) are legally required to fill in a register of interests form. The form asks for details of any 'interests' which could cause a conflict of interest when they are carrying out their duties as a councillor. These can include:

  • other positions they hold (paid or unpaid work)
  • political parties they are part of
  • gifts they have received which are worth over £25
  • land they have an interest in (for example, where they own or rent a house)

The forward plan​

​The forward plan contains matters which the Leader of the Council has reason to believe will be subject of a key or confidential decision to be taken by the Cabinet, a committee of the Cabinet, individual members of the Cabinet, officers, area committees or under joint arrangements in the course of the discharge of an executive function during the period covered by the plan.​

Council strategy

We are constantly working on improving the ways we work and how we support the development of the borough as a whole. 

Below you will find information about the various strategies that we are implementing to make improvements to key areas of how we operate and the borough.

Digital strategy

The digital strategy articulates how the council will best use digital technology to facilitate the delivery of the organisation's priorities.

This is set at a strategic level, providing the direction for the council's digital working.

Asset strategy

This strategy is an ambitious one, looking beyond traditional approaches to property and asset management, seeking to ensure that the council’s assets meet the current and future needs of the organisation as well as the communities that the council serves.

Car parking strategy

This car parking strategy sets out a series of interconnected principles that will guide the approach to the management of car parking within the borough for the next three years.

These principles will seek to ensure that any decisions made with respect to car parking are consistent and will help to support the delivery of the council’s aspiration to be zero carbon, safer and a more prosperous and attractive borough.

Climate change strategy

Our climate change strategy and action plan sets out our target to become a carbon neutral borough by 2030. It presents our key objectives, vision, values and priorities as well as the progress that has been made so far.

This strategy looks at how the council will take action and use its resources to improve the appearance of the borough and keep it clean and tidy. It will set out our key principles, what we are looking to achieve as well as present an action plan.

Redcar and Cleveland Productivity and Efficiency Statement

The Department for Levelling Up, Communities and Housing (renamed post election) mandated that each local authority produces what they termed a Productivity Plan, which was to be signed off by elected members and published. This document is Redcar and Cleveland’s submission.
