Hackney carriage and private hire licensing policy

The Hackney carriage and private hire licensing policy sets out the policy that the authority will apply when making decisions about new applications and licences currently in force.

Our recent review of the Hackney carriage and private hire licensing policy has now been approved by Regulatory Committee.

The key changes to the policy are:

  • All vehicle age requirements have been removed
  • All vehicles licensed after 23 January 2025 must meet the Euro 6 emissions standard
  • Vehicles under 6 years of age are now required to be tested once a year (twice a year for vehicles over 6 years)
  • Drivers are required to check vehicles are roadworthy before each shift
  • Private hire vehicles are no longer required to display a front plate
  • Vehicle proprietor and operator basic disclosures can be dated in the last 12 months when submitted
  • A fire extinguisher is no longer required to be kept in licensed vehicles
  • Vehicles with an internal screen fitted must install a hearing loop

The purpose of the policy is to outline the Council’s standards and criteria and to provide applicants and existing licence holders with information on how to apply for licences. 

Every application will be considered on its merits, and the policy will assist the Council in determining applications.
