Call for sites

To help inform the development of our new Local Plan, the Council has launched a Call for Sites which will run for 8 weeks from 7th April 2025.

To help inform the development of our new Local Plan, the Council has launched a Call for Sites which will run for 8 weeks from 7th April 2025.  The deadline for submissions is 2nd June 2025.

The Call for Sites in an opportunity for landowners, site promoters, developers, community groups and individuals to suggest possible sites to the Council that may be suitable for development. It allows us to gather information on what sites may be available for future development.

After submissions, we will assess each site as part of our Housing and Economic Land Availability Assessment (HELAA). 

The HELAA is part of the evidence base supporting the Local Plan and provides analysis of existing and potential housing and economic development land, including an assessment of the suitability, availability and achievability of potential housing sites. 

It will provide information on which sites could be included in the new Local Plan but does not allocate sites or give planning permission itself.

Why are we undertaking a Call for Sites?

The Council will be creating a new Local Plan which will set out a vision and strategic framework for the future development of the borough over the next 15 years.

As part of the process of gathering evidence for the new plan, the Council has opened a Call for Sites.  The Call for Sites will help inform our evidence base of potentially suitable and available land, for a range of possible uses and will help us meet the requirement within the National Planning Policy Framework that requires local planning authorities to maintain an up-to-date evidence base of potentially available land.

What types of developments can be submitted?

Proposals for all types of housing and economic development will be assessed. This covers a broad range of development types and planning use classes, and could include, but is not limited to:

  • Housing - Including older person and specialist housing, self-build or custom build housing, affordable housing and specialist care facilities
  • Gypsy and Traveller sites
  • Offices
  • Retail
  • Leisure and Tourism
  • Cultural uses
  • Industrial development, such as business units, warehouses and manufacturing.
  • Renewable Energy
  • Energy Storage

How to submit a site

Sites can be submitted via this online form (which will be available shortly) or by printing and completing this word document document below and returning the strategic planning team:

Please complete a separate form for each site and include a plan (at 1:1250 or 1:2500 scale depending on site dimensions and clearly showing the location of the site).
